Four new European rules in 2025 that will have a direct impact on your transportation company

European transport rules in 2025: what will they mean for your fleet?

The European transport sector is on the eve of profound changes. New rules on CO₂ emissions, digital tachographs and emission standards have direct consequences for your fleet and operations. As a Flemish fleet and asset management company, we follow these developments closely. Below we list the four most important changes for you:

1. CO₂ tax on the Eurovignette

Since March 2025, the Eurovignette is calculated not only based on the weight of your vehicle, but also on CO₂ emissions. Trucks with higher emissions will now pay more, while cleaner vehicles will benefit from lower rates. This measure is part of the European Green Deal and encourages investment in more sustainable transport.

2. Mandatory smart tachograph 2 for international transportation

Starting Aug. 18, 2025, all internationally operating trucks and buses with more than eight seats must be equipped with the smart tachograph 2. This advanced tachograph records not only driving and resting times, but also location data, providing more accurate monitoring and improved road safety. For carriers, this means investing in new equipment and driver training.

3. Euro 7 emissions standard on the way

The Euro 7 emissions standard, which succeeds the current Euro 6 standards, focuses on reducing vehicle emissions, including brake and tire wear. Although the exact implementation date has not yet been set, it is clear that this standard will have significant impact on both diesel and electric vehicles. Carriers should consider potential additional costs and modifications to their fleets.

4. Standardization of electronic toll collection systems.

The EU is working to harmonize electronic tolling systems between member states. This initiative aims to simplify cross-border transport and reduce administrative burdens for hauliers. A uniform approach will increase efficiency and contribute to smoother operation of the European road network.
