Checkinatwork (CIAW) is a mandatory digital system for attendance tracking on construction sites with a contract value of €500,000 or more (excluding VAT). Both the general contractor and all subcontractors are required to register every employee and independent contractor present upon arrival and departure.

This requirement applies to the entire supply chain: foreign subcontractors and self-employed workers must also be registered through Limosa. The labor inspectorate can request and verify these registrations at any time.

In the event of non-compliance, companies risk administrative fines ranging from €1,800 to €9,000 per violation. Repeated violations result in higher penalties and more frequent inspections by the labor inspectorate.

In addition, the client may be held liable if he fails to ensure that his contractors and subcontractors maintain accurate records.

Under Joint Committee 124 (Construction), employees are entitled to a mobility allowance for commuting to various job sites. The calculation is based on the actual distance between the employee’s home and the job site and varies depending on the distance bracket.

Starting in July 2026, the requirement to use a digital tachograph will also apply to delivery vans with a maximum authorized mass exceeding 2.5 tons that are used for commercial transport. This is an extension of the existing EU regulations on driving and rest times (Regulation 561/2006).

In practical terms, this means that even companies with a small fleet of delivery vans must install an approved tachograph system and regularly download and store the data.

European driving and rest time regulations specify the maximum amount of time a driver is allowed to drive before being required to take a break. In essence: a maximum of 9 hours of driving per day (extendable to 10 hours, up to twice a week), with mandatory 45-minute breaks after 4.5 hours of driving.

Roadside inspections are conducted by traffic police or inspection agencies, who read the tachograph data. In the event of violations, fines are imposed on both the driver and the company. Fleet.connect automatically downloads the tachograph data and alerts you in advance of impending violations.

Every vehicle belonging to a licensed manure transporter in Flanders that transports animal manure must be equipped with an AGR GPS device certified by the Mestbank. The device automatically records each trip and transmits the data to the Mestbank.

Without a valid and functioning AGR-GPS system, a licensed manure transporter is not legally permitted to operate. The fines and consequences for the license in the event of non-compliance are severe.

Agriculture

Farmers and contractors who transport manure are required to record this digitally. In accordance with the AGR-GPS regulations imposed by the VLM Manure Bank, they must do so either as a certified manure transporter using a device in the cab, or via the AGR-GPS app’s neighbor coordination feature.

If your company is performing work on a construction site with a contract value of €500,000 or more, you are required to register your employees and independent contractors.

Each party is individually responsible—even if the general contractor manages the system on-site, as a subcontractor, you are personally responsible for ensuring that your employees are properly registered.

That depends on how the vehicle is used. Starting in July 2026, the tachograph requirement will apply to delivery vans with a gross vehicle weight rating (GVWR) of more than 2.5 tons that are used for commercial goods transport. If you drive solely for personal or internal use, an exception applies.
