These new rules apply to the cleaning industry, specifically to workers under Joint Committee 121. They apply to contractors and subcontractors performing cleaning services, but not to public and private sectors employing their own staff, sports associations and service voucher companies.

The National Social Security Office requires you to declare work on the portal. In practice, this means that your HR manager has to manually enter all data online, over and over again - because no personal data is remembered from previous registrations. Frequently asked questions about the new registration requirement for companies in the cleaning industry
What is CiaO and to whom does it apply?
From September 1, 2024, it will be mandatory to record the start and end times of performance and rest breaks for employees performing certain cleaning activities. This obligation is established in the program law of December 26, 2022 (title 4, chapter 1, articles 22-48 and chapter 2, article 49, §9 art. 30 bis of the law of June 27, 1969).
It applies specifically to cleaning activities performed on behalf of third parties and does not apply to all activities within the Joint Cleaning Committee.
Only authorized persons at your employer, and the inspectors of the authorized inspection services, may consult the data in CiaO.
What are the different registration methods?
Your employer determines which method you use:
- LIVECLEANER app on your smartphone
- via a specific URL on your smartphone
- via a QR code from the declaration of works
- The date and hour;
- Your NISS number if you are a Belgian employee.
- Your NISS- Bis number if you are a foreign worker;
- The identification number of the Belgian or foreign company. If you are self-employed, you must enter your own identification number;
- The number of the declaration of works;
- The workshop;
- The type of registration (in or out).
If you are unable to register due to a problem with an external third party (Internet connection provider, telephone operator, energy supplier,...) you no longer need to perform attendance registration for the duration of the unavailability. It must be verifiable.
If you cannot register because the battery is flat or you forgot your smartphone, you risk a penalty in a possible inspection.
How is authentication done?
You must use a method recognized by FAS (eID and card reader, Itsme, Eidas, username/password with code via the mobile application LIVECLEANER, email or token).
- Activate localization on your smartphone;
- Grant access rights at the application level (via the device's default browser) and at the application CIaO level.
Recording the address or geographical description of the workplace is required by law (Program Law 26/12/2022, Art. 25). In any case, you must include the address of the place where you perform the cleaning work.
- If you are an employee, identify your employer (whether Belgian or foreign) in the LIVECLEANER application.
- If a temp agency places you at the disposal of an employer, the temp agency is your employer.
- If you are self-employed, enter your company number or foreign identification number.
How do I record cleaning performance?
No, this type of activity is not covered by Article 30bis of the Law of June 27, 1969, nor by the Program Law of 26/12 /2022.
How can I consult and correct performance?
There are two possibilities:
- On your LIVECLEANER app, you can consult your own activities. The HR person in charge can raaple the overview of all registrations via the desktop application.
- On the Social Security website, by logging into the application and using the calendar.
What are possible sanctions?
Penalties are provided for failure to comply with the legislation. These will be specified later. Up-to-date info can be found on the NSSO website
