What if, as a city department, you have to go out in the field every day to check that your crews are doing their jobs properly? For Keskkonnahooldus Eesti OÜ, a large maintenance company in Estonia, that was the reality for years. Until they switched to video tracking: cameras linked to GPS tracking that today save them hours of time every day - AND less damage to their garbage trucks and street sweepers.
From wet-finger work to informed insights
Keskkonnahooldus' responsibilities include street cleaning, snow removal and garbage collection in urban environments. Their vehicles - such as sweepers, container trucks and garbage trucks - are heavy, expensive and intensive in use.
Until recently, drivers had to take their own photos of awkward situations - for example, improperly parked cars or obstacles - and send them to their supervisor via an app. That took time, was distracting during work and caused frustration.
Thanks to video tracking, that's a thing of the past. All images are automatically captured and linked to location and time. A person in charge now only needs to look up the right video clip and can share it with the customer immediately if necessary.
GPS and video images in one clear system
With video tracking, camera images and location data from each vehicle are transmitted live to a central platform. Images around the vehicle as well as inside the cabin are captured and stored.
Thus, the shift supervisor:
Monitor drivers' working methods and driving style
Analyze incidents or claims
handle customer inquiries faster with visual evidence
coach new employees with real life examples

Video tracking as a learning tool, not a control tool
Important: The system is not used to continuously monitor drivers, but to learn together and increase quality. Images are only viewed in case of deviations or for coaching. This ensures greater transparency and mutual trust.
The result? Fewer mistakes, less damage, AND a safer work environment.
Images as evidence in case of complaints and ambiguities
The city regularly receives complaints from residents such as: "The sweeper did not pass" or "The snow was not cleared." In the past, a driver would then have to manually take a picture and forward it.
Today, the person in charge simply looks up the right fragment in the system, takes a screenshot or short video, and sends it on. Done. Even if a street is full of leaves 10 minutes later, it can be perfectly demonstrated that the work was done correctly.
That transparency creates trust - with customers and with our own team.
Drivers ask to check images themselves
When the cameras were installed, there was some initial reluctance among drivers. Understandably so. But once it became clear that no audio is being recorded and that the cameras are aimed at the road and not the cab, those concerns disappeared.
Even more: today, drivers themselves ask their supervisor to view images when there is a discussion or a situation was unclear. The cameras have since become an accepted tool.

Working in complex urban environments requires more than GPS alone
Keskkonnahooldus' vehicles drive daily in busy city centers with many obstacles: parked cars, narrow passages, temporary signage... In such situations, GPS falls short.
Thanks to cameras, management literally gets a view of what's happening. This allows them to make faster and more accurate decisions - without on-site monitoring, endless phone calls or guesswork.
Expansion in the works
In the future, Keskkonnahooldus wants to replace all their conventional GPS trackers with systems with integrated video tracking. Not only for street sweepers, but also for:
Vehicles of hand crews (e.g., for park maintenance)
winter services with snowplows and gritters
They are thinking of front, rear and side cameras to capture the entire work area. All perfectly tailored to the needs of their fleet.
