What is Check in at work or CIAW?

Check in at work Belgium is a digital system for registering the presence of construction workers on large construction sites with the Belgian government, specifically the National Social Security Office. For all construction work started in Belgium worth at least €500,000 (excluding VAT), this registration is an obligation. These works include: demolition, construction, renovation, finishing, furnishing, maintenance, repair, and cleaning. Failure to comply with this obligation can result in serious penalties and CIAW fines that can quickly reach €6,000 per employee.
Why is attendance registration mandatory?
To ensure that employers register their workforces correctly, the government imposes the obligation of Checkin@work. Depending on the arrangements within the organization, the responsibility for registering may lie with the employer or with the employee himself.
Thus, the government wants to curb social fraud and unfair competition. The measure is also in line with the Occupational Health and Safety Act. This is because presence registration is a great help in dangerous situations, as it means that we always know exactly who is present on site.
Yet that whole process is very time-consuming for businesses. The time lost registering all employees is time that cannot be invested in the business. When is Check in at work required?
Depending on the size of the construction site and the number of workers, one or more Checkin@Work time clocks are placed at the entrance gate to the site. Everyone who comes to work identifies themselves on the time clock before they start their job.

For whom is Check in at work mandatory?
- EMPLOYER | CONTRACTORAsan employer or contractor, you must ensure that your employees and subcontractors (and their employees) are registered. You can handle the registration yourself, or clearly agree with the employee or subcontractor that they will register themselves. If you ask the employee or subcontractor to complete the registration themselves, you are responsible for providing a means of registration: the CHECKIN@WORK solution from All-Connects, via time clock, vehicle, or mobile smartphone app.
- EMPLOYEESEmployeesmust ensure that their presence at the construction site is properly recorded. They can check in themselves as agreed with their employer, or review and verify the check-in records provided by their employer.
- SELF-EMPLOYED SUBCONTRACTORS Self-employed individualswho work as subcontractors must be registered. The rules that apply to employees also apply to them.
- TEMPORARY EMPLOYMENT AGENCY AS A SUBCONTRACTORForthe purposes of the 30bis work notification, the temporary employment agency acts as a subcontractor to the company that uses the temporary workers. The company utilizing the temporary worker must report the worker’s presence. The relationship between the worker, the staffing agency, and the company utilizing the temporary worker is determined based on the worker’s Dimonage data.
- FOREIGN CONTRACTOR | EMPLOYEEAsa foreign contractor or employee, you have the LIMOSA document . You can record your own attendance by scanning the QR codes from Limosa1 documents using the Checkin@Work time clock. You do not need secure access to the portal for this. Please note: this method allows you only to record or have your attendance recorded, but not to view or cancel it.
Automate check in at work via a web service
Your existing system communicates with a web service to register attendance at workplaces. All-Connects offers a Checkinatwork solution that can be applied in different ways. With this web service you register, cancel and consult the attendance at the workplace.
How does the Check in at work system work?
- The employee checks in with their unique identification key on the time clock or on the mobile application.
- All-Connects takes care of processing this sign-in and asks the NSSO for validation. After proper checkin & validation, the employee is accepted and can enter the worksite.
- The NSSO has received the required data. This is all done automatically; the only manual action occurs at check-in with a unique identifier. The diagram below explains who is involved at what point in the process of properly checking in at a construction site.

What personal data is stored?
Checkinatwork is a secure service that collects data from various databases. The attendance record connects the following data already known to Social Security:
- the identification of a natural person:
- his national register number, or
- Limosa L1 number for an individual not subject to Belgian social security.
- the identification of enterprises or self-employed persons through their enterprise number.
- the workshop via the workshop number obtained from the Declaration of Works.
- the registration date: the day(s) on which the person concerned will be present at the workshop.
Flexible yard check-in
- Via a CIAW time clock at 1 or more entrances to your construction site. Upon completion of the construction project easily moved to a new construction site.
- Via a CIAW mobile time clock in a commercial vehicle
- Via a CIAW mobile app on one's smartphone
Need 1 or more CIAW time clocks?
Depending on the size of the construction site and the number of workers, one or more Checkin@Work time clocks are placed at the entrance gate to the site. Everyone who comes to work identifies themselves on the time clock before they start their job. It is their own responsibility to do this correctly each day.
Note: A time clock alone cannot prevent unauthorized people from entering your yard. A solution for this is a turnstile gate with CIAW, which ensures that you cannot enter the site without registering with the time clock or in case of an error message. That way you are 100% sure that only authorized personnel can enter the yard.
